Establishes a condominium sub-meter working group within the Department of Business, Economic Development, and Tourism to examine financial, technical, and administrative issues related to installing electrical sub-meters in condominiums.

Working group membership includes the DBEDT director (as chairperson), directors of Commerce and Consumer Affairs and Planning and Permitting, relevant senate and house committee chairpersons, plus invited representatives from the Community Associations Institute, Hawaiian Electric Industries, utility cooperatives, Local Union 1186 IBEW, solar industry, and energy storage/distributed resources industry.

Members receive no compensation but are reimbursed for reasonable expenses including travel related to working group service.

Working group must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2017 regular session convenes, and is dissolved on December 30, 2016.

Legislature finds that master-metered condominiums reduce incentives to conserve electricity, while converting to sub-metering reduces total building electricity consumption by 10-26 percent.
