Converts the Molokai diversified agricultural revolving loan program (established by Act 387, SLH 1988) from a loan-based program to a cost reimbursement program for farmers and ranchers.

Establishes cost reimbursement to help Molokai farmers and ranchers comply with FDA Food Safety Modernization Act requirements and state food safety laws, including audit costs and related expenses.

Sets maximum cost reimbursement limit at $5,000 per applicant (reduced from the previous $150,000 loan limit) and establishes a 5-year lookback period for eligible costs.

Removes loan interest rates, repayment terms, and loan deferral provisions; replaces credit review committee approval process with administrative staff review within Maui County.

Effective date: July 1, 2016.
