Authorizes the Housing First Special Fund to provide housing for persons with serious mental illnesses who qualify for Social Security disability benefits.

Requires a percentage of Housing First Special Fund proceeds to be designated for housing residents diagnosed with life-long serious mental illness (specific percentage amount left blank in bill text).

Amends Hawaii Revised Statutes Section 346-377(b) to expand eligible uses of the housing fund beyond existing housing first programs.

Takes effect July 1, 2050.
