Requires the Department of Land and Natural Resources to establish a transitional housing center for homeless persons at Sand Island state recreation area on Oahu, in consultation with the Governor's office and Department of Human Services.

Limits the transitional housing center to no more than one-fourth of the total Sand Island state recreation area and allows housing structures including tents, tiny homes, containers, or vehicles.

Capacity set at up to 1,500 individuals in a maximum of six separate areas that may be segregated by families, men, and women.

Appropriates $3,000,000 for fiscal year 2016-2017 to establish the center and provide services including staffing, security, shuttle service, healthcare, counseling, job training, childcare, and other social services to transition homeless persons to permanent housing and employment.

Authorizes the Department of Land and Natural Resources or Department of Human Services to adopt administrative rules to implement the Act.
