Authorizes the department of budget and finance to issue special purpose revenue bonds in an amount not to exceed $15,000,000 to assist TruTag Technologies, Inc., a Hawaii corporation, with financing or refinancing of its manufacturing facilities.

Bonds are authorized to finance the planning, construction, improvement, and equipping of TruTag's manufacturing facilities in Hawaii under part III, chapter 39A, Hawaii Revised Statutes.

Authorizes the department to issue refunding bonds after June 30, 2021, to refinance the original bonds and subsequent refunding bonds in compliance with federal tax-exemption law.

The authorization to issue special purpose revenue bonds lapses on June 30, 2021.

Act takes effect July 1, 2016.
