Authorizes the director of finance to issue general obligation bonds to counties for infrastructure construction related to urban renewal projects under chapter 53.

Allows multiple local redevelopment agencies per county, each targeting a specified redevelopment project, instead of limiting counties to one agency.

Increases local redevelopment agency membership from five to five members with modified appointment structure: three appointed by the mayor and two by the council chair, all requiring council approval.

Requires all local redevelopment agency members to reside within the metes and bounds of a specified area defined by the county council that encompasses the redevelopment project site.

Designates redevelopment projects carried out by local redevelopment agencies as public works under chapter 104.

Effective date: July 1, 2050.
