Requires the State Capitol Management Committee to develop and implement a master security plan for the Hawaii state capitol building that includes mandatory metal detectors, x-ray baggage screening, and other security measures.

Divides the plan development and implementation into four phases: Phase I (discussion and input collection, July 2016-December 2016), Phase II (plan development and decision-making, January 2017-December 2017), Phase III (short-term security measures, January 2018-December 2018), and Phase IV (longer-term security measures, January 2019-December 2020).

Requires the State Capitol Management Committee to submit written progress reports to the legislature no later than 20 days before the convening of the 2017, 2018, 2019, 2020, and 2021 legislative sessions.

Establishes the security plan as consistent with federal homeland security guidance and comparable to security practices in 28 other state capitols and Hawaii's own judicial facilities.
