Requires unaccredited post-secondary institutions operating in Hawaii to post a surety bond with their application for registration with the Department of Commerce and Consumer Affairs.

Bond requirements apply to both individual and partnership/corporation applicants, with specific dollar amounts to be determined by the legislature.

Prohibits unaccredited institutions from operating in the state without first posting the required bond as a condition of receiving a certificate of registration.

Responds to the April 2015 closure of Heald College by extending student protections that already exist for accredited institutions to unaccredited institutions.

Takes effect July 1, 2016.
