HB 2703 Summary

• Requires University of Hawaii to adopt policies and procedures from the affirmative consent task force recommendations regarding sexual harassment, sexual assault, domestic violence, dating violence, and stalking.

• Mandates training for all UH students and employees on Title IX, the Violence Against Women Act, and UH sexual misconduct policies, with existing employees trained by December 31, 2016 and new employees within 30 days of hire.

• Prohibits romantic relationships between students and faculty members, graduate student assistants and faculty members, and graduate student assistants and staff members.

• Requires each UH campus to designate a confidential advocate for students, designate all faculty as mandatory reporters to the Title IX coordinator, and conduct biennial campus climate surveys with reporting to the legislature.

• Mandates that all sexual assault cases be reported to county police departments and requires UH to enter into memoranda of understanding with county police by December 31, 2016.
