Establishes a 16-member working group convened by the Department of Education to assess physical education resources and opportunities in kindergarten through elementary grades in Hawaii public schools.

Working group membership includes the superintendent of education as chairperson, 15 complex area superintendents, a state public charter school commission representative, and one physical education teacher.

Working group shall assess the number of available physical education positions, sufficiency of resources, utilization and effectiveness of resources, whether opportunities should be increased, and whether position numbers should be increased.

Requires the working group to submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2017 regular session convenes.

Appropriates funds from general revenues for fiscal year 2016-2017 to support the working group's operations, effective July 1, 2016.
