Requires dental hygienist applicants to provide documentary proof of certification in both intra-oral infiltration local anesthesia and intra-oral block anesthesia when filing applications.

Prohibits dental assistants from performing 17 specific intra-oral functions and activities deemed irreversible or requiring professional knowledge and skill, including administering anesthesia, placing restorations, performing surgical procedures, and applying preventive agents.

Establishes penalties for violations: fines of $100-$1,000 for first violation and $500-$2,000 plus license revocation for second violation.

Effective date: July 1, 2070.
