Exempts qualifying patients and their primary caregivers from background checks when entering medical marijuana retail dispensing locations for authorized transactions.

Exempts government officials and employees acting in their official capacity from background checks when entering medical marijuana retail dispensing locations or production centers.

Clarifies that background check requirements continue to apply to applicants, licensees, employees, and other persons permitted to enter dispensary facilities under existing law.

Amends Hawaii Revised Statutes Section 329D-12 to add subsection (b) establishing the two exemption categories from background check requirements.
