Creates a temporary registration certificate for qualifying medical marijuana patients that is valid for up to 45 days from issuance or until the department issues or denies a permanent registry certificate.

Department of Health must issue the temporary certificate as a receipt upon receipt of a completed written certification form and applicable registration fees, allowing immediate access to medical marijuana while permanent registration is processed.

Increases penalty for fraudulent misrepresentation to law enforcement officials regarding physician-issued medical marijuana certificates from a misdemeanor to a misdemeanor with a mandatory $2,500 fine.

Effective date: July 1, 2016.
