Requires the State Auditor to contract with an actuarial firm experienced in workers' compensation closed claims studies to analyze closed claims in Hawaii's workers' compensation system for both private sector and state employees.

Mandates the study examine closed claims from private employment sector, state employees (including those in DHRD, Department of Education, and University of Hawaii system), and be completed by November 30, 2017, with results submitted to the legislature by twenty days prior to the 2018 regular session convening.

Requires the Auditor to consult with two legislators (one selected by the Senate President and one by the House Speaker) to ensure the actuarial firm and study parameters are unbiased and free from appearance of bias toward any workers' compensation stakeholders.

Appropriates $150,000 from general revenues for fiscal year 2016-2017 for the study, contingent upon dollar-for-dollar matching funds assessed to workers' compensation insurers, captive insurers, and self-insureds based on their market share of premiums.

Takes effect July 1, 2016.
