Removes mandatory minimum sentences for drug distribution near schools, public parks, and housing projects, converting these to class C felonies without mandatory minimums.

Establishes a full-time mental health specialist position in the Office of the Public Defender to identify and advocate for defendants affected by mental illness.

Authorizes courts to impose evidence-based sentencing alternatives to incarceration based on risk assessments and requires fiscal impact statements for all corrections and sentencing legislation.
