Permits procurement officers to consider a previously licensed and listed subcontractor's license as valid if the license was suspended or forfeited solely due to a ministerial act under chapter 444 and is restored before contract award.

Aims to reduce bid challenges and delays in public works construction projects by streamlining subcontractor licensing and qualification verification processes.

Becomes effective upon approval.
