Amends Hawaii Revised Statutes Section 291C-41(b) to require drivers in the left lane of two-lane roadways to move to the adjacent lane if they will be overtaken by multiple faster vehicles, are traveling below normal traffic speed, and have three or more vehicles following immediately behind.

Exceptions to the left-lane movement requirement include when actively overtaking and passing another vehicle or preparing for a left turn at an intersection or into a private driveway.

Directs the director of transportation to collaborate with county police departments to develop and implement a statewide public awareness campaign about the keep-right driving law.

Effective date set for July 1, 2050.

Applies to roadways with two lanes allowing movement of traffic in the same direction; does not affect rights, duties, or proceedings that existed before the effective date.
