Establishes a Sewage Runoff and Infrastructure Review Task Force within the Department of Health to examine sewage runoff extent and sewage infrastructure conditions in each county.

Task force shall review sewage contamination levels in coastal areas, sustainability and capacity of sewage infrastructure, infrastructure failure history, related sewage problems, and methods to reduce contamination and improve infrastructure.

Task force membership includes two House representatives (one co-chair), two Senate representatives (one co-chair), directors of health and environmental agencies from all four counties, board of land and natural resources chairperson, and Sierra Club Hawaii director.

Task force shall report progress and proposed legislation to the legislature no later than twenty days before the 2017 regular session, and report findings and recommendations no later than twenty days before the 2018 regular session.

Task force shall dissolve on January 2, 2018, with an appropriation from general revenues for fiscal year 2016-2017 administrative and operating expenses.
