Designates a Molokai Community-Based Subsistence Fishing Area consisting of state waters and submerged lands within two miles offshore of Molokai's north coast from Kalaupapa to Halawa head.

Prohibits commercial fishing activities and the issuance of commercial marine licenses and aquarium fish permits within the designated fishing area.

Prohibits fishing with self-contained underwater breathing apparatus and spears in the area, with authority for the Department of Land and Natural Resources to regulate additional uses or activities.

Requires the Department of Land and Natural Resources to consult with Molokai residents and interested parties to establish rules including customary Hawaiian subsistence fishing practices, a management plan with monitoring and enforcement provisions, and harvest limits.

Takes effect upon approval and addresses the decline of Molokai's nearshore fishery by protecting fish stocks and coral reef habitats through community-based management.
