Requires University of Hawaii to train all students and employees biennially on Title IX, the Violence Against Women Act, and UH policies on sexual harassment, sexual assault, domestic violence, dating violence, and stalking, with existing employees trained by July 1, 2017 and new employees within 30 days of hire.

Mandates UH designate a confidential advocate at each campus to discuss sexual misconduct incidents with students while maintaining confidentiality, except for mandatory reporting of child and vulnerable adult abuse.

Designates all UH faculty members as "responsible employees" required to report policy violations to Title IX coordinators, except confidential advocates who instead provide annual statistics.

Requires UH to conduct campus climate surveys biennially beginning by March 31, 2017 and submit reports to the legislature every two years with survey results, sexual assault data from the past five years, and safety recommendations.

Appropriates $250,000 to UH Manoa, $160,000 to UH Hilo, and $150,000 to UH community colleges for fiscal year 2016-2017 to hire compliance staff and conduct required training and reporting activities.
