Establishes the John A. Burns School of Medicine Scholarship Program administered by the John A. Burns School of Medicine at the University of Hawaii to cover tuition and fees for medical students in exchange for a service commitment.

Recipients must maintain satisfactory academic progress or face termination from the program and be required to repay the scholarship amount already received.

Recipients must remain and practice in Hawaii for five years following completion of their residency; failure to complete this commitment requires full reimbursement of tuition and fees to the University of Hawaii.

The number of scholarships awarded annually shall be determined by the John A. Burns School of Medicine based on available funds.

Appropriates unspecified general revenues for fiscal years 2015-2016 and 2016-2017 to fund the scholarship program, with funds to be expended by the University of Hawaii.
