Allows liquor license applicants to present a certificate of compliance with section 103D-310(c) from the department of accounting and general services as an alternative to tax clearance certificates from the state director of taxation and the Internal Revenue Service.

Certificate of compliance may be used to demonstrate the applicant does not owe delinquent taxes, penalties, or interest, or is in compliance with an installment plan agreement for payment of delinquent taxes.

Applies to applicants for initial liquor licenses, license renewals, and license transfers.

Takes effect upon approval.
