Requires the University of Hawaii, in consultation with the Department of Business, Economic Development, and Tourism, to study the benefits of establishing publicly owned electric utilities in Hawaii.

Directs the University of Hawaii to submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2016 regular legislative session.

Appropriates unspecified funds from general revenues for fiscal year 2015-2016 to the University of Hawaii to conduct the study.

Appropriates unspecified funds from general revenues for fiscal year 2015-2016 to the Department of Business, Economic Development, and Tourism to assist the University of Hawaii with the study.

Takes effect on July 1, 2015.
