Designates Aloha Stadium as a priority facility under Hawaii's state facility renovation partnership program, notwithstanding existing statutory restrictions.

Requires the Department of Accounting and General Services to prepare a plan for replacing Aloha Stadium with a state-of-the-art stadium and shopping center complex.

Authorizes DAGS to negotiate a development agreement providing a long-term lease of state and federal lands at the stadium site to a developer in exchange for the new stadium and shopping center construction.

Requires DAGS to submit a report of its plan, including any proposed legislation, to the legislature no later than twenty days before the 2016 regular session convenes.

Effective July 1, 2015.
