Establishes an earned-time program administered by the Department of Public Safety allowing inmates to earn credit toward their minimum term of imprisonment.

Inmates become eligible for parole before expiration of their minimum term by demonstrating rehabilitation progress in work, vocational training, social adjustment, counseling, therapeutic programs, or education/literacy programs.

Department must conduct annual performance reviews of each incarcerated person and may grant, withhold, withdraw, or restore earned-time deductions from their minimum term.

Earned-time deductions vest upon being granted and cannot be taken away retroactively; crime victims must be notified of any adjusted minimum term completion dates.

Takes effect July 1, 2015.
