Amends Section 92-3 to explicitly permit public input at board meetings and requires boards to provide access to meeting documents, reports, and proposals when agendas are made public, except for records protected under chapter 92F

Establishes the right for interested persons to present oral testimony on agenda items before decisions are made or votes are taken, and allows boards to establish reasonable rules for administering oral testimony

Clarifies that boards must remove only those persons who willfully disrupt meetings to prevent or compromise the conduct of the meeting

Amends Section 92-9 to require boards to make video or sound recordings of meetings available as public records within thirty days, regardless of whether minutes have been formally reviewed or approved

Makes this Act effective upon approval
