Prohibits the use of consumer fireworks in Hawaii except by permit for religious and cultural events, eliminating previously allowed use on New Year's Eve, Fourth of July, and Chinese New Year.

Defines "cultural" to include religious events and permits up to 5,000 firecrackers per permit for such events between 9:00 a.m. and 9:00 p.m.

Makes it unlawful to purchase, possess, offer for sale, sell, or furnish consumer fireworks to any person within the State except under permit for cultural events.

Continues to allow display fireworks, articles pyrotechnic, and aerial devices conducted by licensed professionals with appropriate permits.

Establishes permit fees of $25 for consumer fireworks used at cultural events and $110 for aerial devices, display fireworks, or articles pyrotechnic.
