Directs the Department of Human Services to conduct a study on the costs and benefits of requiring drug testing for public assistance program recipients.

Study must evaluate the efficacy and legality of random drug testing versus drug testing based on probable cause.

Department must report findings and recommendations, including recommendations for further legislative action, to the legislature no later than twenty days before the 2016 regular session convenes.
