Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program within the office of youth services to provide funding for afterschool programs in public middle schools, including charter schools.

Authorizes the office of youth services to enter into contracts with schools, individuals, organizations, or other entities to establish, support, or enhance afterschool programs at public middle schools.

Requires the office to establish criteria, application, and selection processes for funding; monitor programs; conduct site evaluations; and ensure contractual expectations are met.

Creates a R.E.A.C.H. program revolving fund funded by student participation fees, legislative appropriations, interest earnings, and other sources to support program administration and operations.

Allows the revolving fund to be used for personnel, program promotion, education projects, service contracts, and associated afterschool program expenses.
