Counties are authorized to establish their own fees for firearm permits and registrations, rather than being prohibited from charging fees.

Any county that does not establish a fee shall charge an amount equal to the Federal Bureau of Investigation's fingerprint check fee for permit and registration applications.

Revenue from fees collected for permits and firearm registrations shall be appropriated to the issuing county's police department.

Active duty military personnel serving in Hawaii are exempted from firearm registration fees.

The fee for firearm licenses is increased from $10 to $25, with proceeds deposited in the county treasury where the license is granted.
