Automatically registers eligible persons to vote when they apply for a new or renewed driver's license, provisional license, instruction permit, or identification card unless they affirmatively decline on the application form.

Requires driver's license and identification card applications to include voter registration information and a space to request a permanent absentee ballot.

Authorizes the examiner of drivers to electronically transmit applicant information to county clerks, election officials, and the statewide voter registration system for voter registration purposes.

Allows county and state databases containing driver's license and identification card information to be directly accessible to election officials and the statewide voter registration system for processing voter applications and maintaining voter registration integrity.

Takes effect on January 7, 2059.
