Requires any tuition fee increase proposed by the University of Hawaii Board of Regents to be approved by the legislature during a regular session before taking effect.

Responds to concerns about tuition increases of 3.1% (2012-2013), 5.5% (2013-2014), 7.5% (2014-2015), with 7.5% increases scheduled for 2015-2016 and 2016-2017.

Amends Hawaii Revised Statutes Section 304A-401 to add a new requirement for legislative approval of tuition fee increases while preserving the Board of Regents' authority to set other fees.

Takes effect on July 1, 2015.
