Requires fiscal impact statements to be attached to all bills before passage on third reading, beginning with the 2015 regular legislative session.

Mandates the Office of the Legislative Analyst prepare statements containing: fiscal impacts on programs, projections for current and two succeeding fiscal years, funding sources, new positions required, derivation of figures, and preparation details.

Exempts the general appropriations bill from fiscal impact statement requirements, except for measures involving programs wholly or partially funded by federal moneys.

Requires fiscal impact statements on federal funding programs to address immediate and long-range fiscal effects, duration of federal funds, probable state funds needed for continuation, and compliance with applicable rules.

Appropriates funds to the Office of the Legislative Analyst for fiscal impact statement preparation, effective July 1, 2015.
