Establishes a 1.2% prepaid wireless enhanced 911 surcharge on each retail sale of prepaid wireless telecommunications service, effective January 1, 2016.

Requires communications service providers, resellers, and sellers to collect the surcharge from customers and remit it to the enhanced 911 fund within 60 days of the month collected, with the surcharge listed separately on receipts or invoices.

Allows providers, resellers, and sellers to retain 3% of collected surcharges to offset administrative expenses for billing and collection.

Excludes prepaid wireless telecommunications service from the existing $0.66 per month enhanced 911 surcharge on other communications service connections.

Makes the surcharge the customer's liability rather than the provider's, with the board authorized to pursue collection actions against customers who do not pay.
