Appropriates unspecified sums from general revenues for fiscal years 2015-2016 and 2016-2017 to the Department of Land and Natural Resources for three purposes: watershed management projects, fire and natural disaster response equipment, and forest and outdoor recreation infrastructure improvements.

Establishes that forest conservation addresses climate change resilience by protecting freshwater supplies, reducing erosion that stresses coral reefs and fisheries, storing carbon, and preventing deforestation.

Directs funding for emergency preparedness and response equipment to address increased frequency and severity of flooding, hurricanes, and wildfires intensified by invasive species.

Provides funding to improve deteriorating trails and public access infrastructure statewide to support outdoor recreation, health benefits, and Hawaii's visitor industry economy.

Effective July 1, 2050 (delayed implementation date).
