Repeals Hawaii Revised Statutes section 586-10.5, which required family courts to report all domestic abuse cases involving minors or incapacitated persons to the Department of Human Services.

Eliminates the mandatory requirement for the Department of Human Services to investigate each domestic violence allegation and submit written reports to family courts before temporary restraining order hearings.

Allows courts to exercise discretion under existing child abuse reporting laws (HRS 350-1.1) and vulnerable adult protection laws (HRS 346-224) rather than automatic referrals in all domestic violence cases.

Aims to prevent families from avoiding protective orders due to fear of automatic child welfare or adult protective services investigations, while allowing courts to direct families to appropriate services based on individual circumstances.

Takes effect on July 1, 2050.
