Amends Hawaii Revised Statutes Section 52D-1 to require that three commissioners on each county police commission have specific backgrounds: equality for women, civil rights, and law enforcement experience.

Mandates one commissioner position be filled by the executive director of the state commission on the status of women or a designated commissioner from that commission.

Mandates one commissioner position be filled by the executive director of the Hawaii civil rights commission or a designated commissioner from that commission.

Mandates one commissioner position be filled by an individual with prior law enforcement experience, provided they do not concurrently serve in an active law enforcement position.

Takes effect July 1, 2015, and applies to county police commissions upon each commission's next vacancy, with the three new positions filled sequentially as vacancies occur.
