Establishes that an accused's belief in consent is insufficient if based on intoxication or recklessness, if reasonable steps to verify consent were not taken, or if the complainant was incapacitated or unable to communicate.

Requires victim-centered policies including privacy protections, comprehensive investigation protocols, trauma-informed training for campus officials, victim advocate participation, and confidential reporting procedures.

Mandates comprehensive prevention and outreach programs on affirmative consent standards to be included in all student and staff orientations, with a preponderance of evidence standard for determining complaints.
