Eliminates the requirement that citizen complaints against police officers involving allegations of domestic abuse must be submitted in writing or sworn to by the complainant.

Applies to complaints alleging domestic abuse by a police officer against a family or household member, as defined in Hawaii Revised Statutes section 709-906.

Addresses concerns about re-victimization of domestic violence victims and inconsistent police department handling of officer-involved domestic violence cases.

Takes effect on March 15, 2039.
