Authorizes department of land and natural resources agents with police powers to conduct administrative inspections of fishing vessels and boats in the West Hawaii regional fishery management area.

Requires persons with aquarium collecting permits to physically possess the permit while fishing and display it upon officer request; prohibits sharing permits with others.

Mandates aquarium collecting vessels be registered with the department, clearly display required identification permanently affixed to the vessel, and fly stiffened and dive flags as specified by departmental rules.

Permits administrative inspections of bags, containers, and motor vehicles in boat harbors or boat ramps to check for illegally caught fish within the West Hawaii regional fishery management area.

Effective date: January 1, 2016.
