Increases the annual pesticide licensing fee from $75 to $310 per year and changes license terms from three-year periods to annual licenses expiring December 31 each year.

Expands authorized uses of the pesticide use revolving fund to include registration and technical review, certification of restricted use pesticides, compliance monitoring, electronic data collection systems, personnel costs, educational materials development, demonstration trials, and a pesticide disposal program.

Establishes an environmental toxicologist position within the Department of Agriculture and a pesticide extension specialist position within the University of Hawaii College of Tropical Agriculture and Human Resources, both funded through the revolving fund.

Removes the sunset date from Act 168, Session Laws of Hawaii 2010, making permanent the removal of restrictions limiting the pesticide use revolving fund to limited personnel costs only.

Appropriates funds from the pesticide use revolving fund for fiscal years 2015-2016 and 2016-2017 for the new positions and the expanded program activities (specific amounts left blank in the bill text).
