Amends Hawaii Revised Statutes section 188-71 to prohibit intentional harassment of persons fishing under permit, license, or in state marine waters, with specific language requiring harassment to be "purposely" done "with the intent to prevent the taking of fish."

Expands the definition of persons protected from harassment to include those permitted under section 188-31, licensed under section 188-50, or fishing in marine waters within the state's jurisdiction.

Creates an exception allowing photography or video recording of fishermen at a reasonable distance and permitting participation in the department's makai watch program without violating anti-harassment laws.

Adds enforcement authority for conservation and resources enforcement officers to enforce harassment statutes, including criminal harassment (section 711-1106), harassment of hunters (section 183D-27.5), and harassment of fishermen (section 188-71).

Maintains existing penalty of maximum $500 fine, thirty days imprisonment, or both for violations of the harassment statute.
