Appropriates $3,000,000 from the tourism special fund for fiscal year 2016-2017 to cover travel expenses and subsidies for the University of Hawaii intercollegiate athletics program.

Authorizes the expenditure notwithstanding provisions in chapters 201B and 237D of the Hawaii Revised Statutes or other law.

Requires the governor to determine whether funding for University of Hawaii athletics travel expenses and subsidies should continue beyond fiscal year 2016-2017.

If the governor determines funding should continue, requires the governor to include an appropriation request in the executive budget for fiscal biennium 2017-2019 and may recommend amendments to chapters 201B or 237D.

Takes effect July 1, 2016.
