Requires general engineering contractors and general building contractors to pass additional examinations and pay additional fees for each specialty classification they apply for.

Previously, general engineering and general building licensees could receive multiple specialty classifications without additional examination or fees, while specialty contractor licensees had to pay for each classification individually.

Amends Section 444-8, Hawaii Revised Statutes, to mandate examination and fee requirements for any specialty classifications issued to general engineering or general building licensees.

Retains the requirement that licensees pay appropriate application fees when qualifying for additional classifications.

Takes effect upon approval and does not affect rights, penalties, or proceedings that occurred before the effective date.
