Directs the auditor to conduct an audit of the University of Hawaii's management of faculty workload no less than one year prior to the expiration of each faculty union collective bargaining agreement.

Requires the auditor to submit audit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the regular session in the year each faculty union collective bargaining agreement expires.

Mandates an updated audit of the University of Hawaii's management of faculty workload to be reported to the 2016 legislature no later than twenty days prior to the convening of the regular session of 2016.

Responds to previous 1973 and 1997 audits that found inadequate faculty workload policies and inefficient utilization of faculty resources at the University of Hawaii.

Takes effect on July 1, 2015.
