Requires the University of Hawaii Board of Regents to adopt rules providing educational benefits to nonsupervisory employees in blue collar positions assigned to the collective bargaining unit under Hawaii Revised Statutes §89-6(a)(1).

Extends the same educational benefits to officers and employees excluded from collective bargaining who belong to the same compensation plans as the blue collar collective bargaining unit members.

Defines "educational benefits" to include tuition waivers, reduced tuition, and tuition benefits for the employee or officer and their spouse, domestic partner, and children.

Aligns educational benefits provided to blue collar workers with those currently provided to faculty of the University of Hawaii and community college system under the collective bargaining unit established pursuant to §89-6(a)(7).

Effective date of July 1, 2030.
