Requires undergraduate degree-granting programs at University of Hawaii at Manoa, University of Hawaii at Hilo, and University of Hawaii West Oahu to be abolished if they graduate fewer than ten students per academic year for three consecutive academic years, effective starting with the 2016-2017 academic year.

Exempts any undergraduate degree-granting program that generates sufficient income to fund its own administrative costs, including salaries, fringe benefits, and other program expenses.

Allows the board of regents to adopt rules extending the three consecutive academic year evaluation period to no more than six consecutive academic years.

Addresses the University of Hawaii at Manoa's $31,000,000 shortfall and declining enrollment by targeting low-enrollment programs as part of a statewide fiscal responsibility effort.
