Legislative Reference Bureau shall conduct a study on whether civil service (chapter 76, HRS) and collective bargaining (chapter 89, HRS) benefits should apply to employees of the Research Corporation of the University of Hawaii.

Study shall consider the corporation's mission, responsibilities, functions, recruitment needs, employee status, benefits, duties, and retention concerns.

Study shall also examine alternative strategies to address recruitment and retention issues for the corporation and its employees.

Legislative Reference Bureau shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2016 regular session convenes.

Act takes effect July 1, 2115 (note: date appears to be a drafting error for 2015).
