Requires marked crosswalks with adequate lighting at newly constructed, reconstructed, resurfaced, or renovated intersections where two arterial streets cross.

Makes the department of transportation or responsible county responsible for crosswalk installation at affected intersections.

Defines "arterial street," "crosswalk," and "intersection" by reference to section 291C-1 of Hawaii Revised Statutes.

Effective July 1, 2050, and applies to intersection projects commencing on or after the effective date.
