Establishes a protective order card pilot program administered by the Honolulu family justice center to issue laminated cards to holders of long-term protective orders issued by first circuit courts.

Protective order cards display the restrained person's photograph and identifying characteristics, case number, court information, order dates, terms, and names of protected parties.

Allows cardholders to present cards to schools, employers, and childcare facilities to quickly verify protective order status without needing court documents.

Authorizes fees up to $20 per card (after the first free card), with revenues deposited in the city and county of Honolulu general fund.

Appropriates state general revenues to the Honolulu family justice center for program implementation; requires annual reports to the legislature through 2018; program sunsets December 31, 2018.
